UGC Mandates Stricter Anti-Ragging Measures in Educational Institutions for 2025

UGC Mandates Stricter Anti-Ragging Measures in Educational Institutions for 2025

The University Grants Commission (UGC) has issued a strong message against ragging, mandating stricter anti-ragging measures for all Higher Educational Institutions (HEIs) starting in 2025.  Recognizing ragging as a criminal offense, the UGC aims to create a safe and inclusive environment for students across India. These updated regulations are designed to prohibit, prevent, and ultimately eliminate the scourge of ragging from campuses.

Zero Tolerance for Ragging

The UGC has made it clear that any violation of these regulations will be viewed with utmost seriousness. Institutions failing to take adequate preventive measures or neglecting to act decisively against perpetrators will face punitive action from the UGC.  This includes institutions that do not suitably punish those found guilty of ragging. Students are encouraged to familiarize themselves with the detailed regulations available on the official UGC website (https://www.ugc.gov.in) and the dedicated anti-ragging website (www.antiragging.in).

Key Measures to Combat Ragging

The UGC notification outlines several proactive measures to curb ragging:

  • Surprise Inspections: Institutions must conduct surprise checks in hostels, canteens, recreational rooms, and other student areas to ensure compliance with anti-ragging norms.
  • Anti-Ragging Posters: Prominent display of anti-ragging posters (8×6 feet) in key locations such as admission centres, libraries, hostels, and common facilities is mandatory.
  • Mentor-Mentee System: The UGC has revived the mentor-mentee concept from its 2009 regulations to foster healthy relationships between seniors and juniors.
  • Empowered Anti-Ragging Cells: Anti-Ragging Cells and Squads must be equipped with legal counsel to build strong cases against offenders.
  • Accountability of Authorities: In extreme cases, such as ragging-related suicides or deaths, college principals and university registrars will be held accountable and must answer to the National Anti-Ragging Monitoring Committee.

Support for Victims

Students facing ragging can seek immediate help through the National Anti-Ragging Helpline (1800-180-5522), which operates 24/7. They can also email their concerns to [email protected]. These platforms ensure that victims receive timely assistance and that incidents are addressed promptly.

Strict Monitoring and Compliance

The UGC has directed regulatory bodies and councils to form committees to investigate serious ragging cases, even if they are under police investigation. Additionally, the Anti-Ragging Monitoring Agency has been instructed to conduct surprise checks nationwide to ensure HEIs adhere to the regulations. Institutions found non-compliant will face punitive action as per the UGC guidelines.
